Debris Management: Initiatives and Strategies for Solid Waste Management after the Disaster Man-made and natural disasters generate a wide variety of debris and removing and managing this debris is a priority from the first to the last days of emergency response. Disaster events can significantly impact a community’s waste management infrastructure many months or years into the future, potentially reducing the planned life expectancy of a landfill, and therefore thwarting recovery and economic growth following disaster. This session will focus on transforming an emergency response waste/debris management strategy into a long-term sustainable materials management strategy by highlighting the use of innovative technologies, methods, and business models that either recycle/reuse the debris, or convert it into power and/or fuels, while contributing to expedient removal of debris.
Financing Community and Economic Recovery Following a Disaster What sources of public and private sector financial resources are available to promote effective community and economic restoration? This session will cover a number of funding options that could be available in case disaster strikes.
Rebuilding Oklahoma City and East Grand Forks This session will explore the responses of Oklahoma City, OK and East Grand Forks, MN as both metro areas recovered from different types of disasters.

Restoration 2006 - Community and Economic Recovery After a Disaster
Restoration 2006, organized by the International City/County
Management Association (ICMA), the National Association of
Counties (NACo) and National League of Cities (NLC) in
cooperation with more than 20 sponsoring and cosponsoring
partners is designed to help all stakeholders find a path for
effective short term recovery and long term community and
economic restoration.
Conference Programs and Events
Restoration 2006 features more than 40 “toolkit” educational
sessions, interactive roundtable discussions, and special workshops
as well as a solutions oriented exhibit hall. Additionally,
this year’s conference includes several pre- and post-conference
workshops as well as a few voluntary community service
opportunities for conference goers.
TV crews will be on site in New Orleans to cover general sessions and select workshops, and video archives of covered events will be available at NCN-TV, as well as sites hosted by the International City/County Management Association, the National League of Cities, and on those of other organizations following the conference. Internet discussion boards and links to relevant content will complete the interactive experience by allowing conference participants and others to continue the dialog well into the future.

National City Network (NCN) is a new service of the National League of Cities that is designed to enable officials and engaged citizens in America’s communities to learn and share information with each other. It features a web portal with a searchable database of issue-related information, discussion boards and other communication tools, and an Internet television channel, NCN-TV.
Each month, NCN picks a theme to focus its programming, and the May 2006 theme will be “disaster preparedness and recovery” in order to coincide with Restoration 2006. Throughout the month, NCN will be highlighting the latest information on how cities deal with disasters. Web chats hosted by recognized experts will be available on the website, and NCN-TV will feature video programming tailored to the theme.
